Dragging an anchor over the right spot might work. It can even happen accidentally. I suspect you would need something bigger than a speedboat. Also you would need fairly precise location information.
Obviously there are countermeasures, but they cost money. From a guerrilla POV, the more points your enemy is forced to protect, the less control they have.
